Audience: Anyone in charge of the regulatory aspects - employees of the Regulatory Authority or National Government's Ministry responsible for telecommunication. People responsible for technical, legal and administrative aspects of NP implementation.

Course Topics: This training course covers all aspects of Number Portability and relates issues:
- technical aspects of all NP methods (ACQ, QoR, OR, Call Dropback), pros and cons and related costs,
- regulatory aspects including necessary changes to the regulatory framework, examples of the construction of the relevant legal act(s),
- examples of positive and negative NP implementations across Europe,
- total cost of NP implementation for Regulatory Authority, Government, Carriers and Subscribers,
- administrative procedures for Carriers and overseeing agency (NRA, government, 3rd party),
- LNP and MNP and the differences between them,
- technical background on how the Central Database for NP (NPDB) should be constructed,
- minimal requirements for availability and reliability of NPDB,
- data protection and security of NPDB,
- requirements for the physical security of the NPDB infrastructure (hardware, buildings, access restrictions, surveillance),
- possible (business) models of NPDB running, public-private partnership and more,
- integrated NP with caller location for emergency calls, centralized telephony directory, and NG9-1-1 capabilities.
- pros and cons for on-line integration of NPDB with national Law Enforcement Agencies,
- possible use of NPDB for the on-line mobile phones tracking,
- integration of central database for numbering resources with eCall or ACN, developments of eCall and associated costs,
- role of Carrier ENUM for NP and NP for NGNs,
- NP for NGN.
The 4th day: A straight workshop that allows attendees to discuss with instructor/coach projects they are currently working on. Instructor helps attendees to solve the specific problems, helps with drafting solutions, answers advanced questions etc.
